The AEPS Act includes demand side management, energy efficiency and load management programs and technologies among the resources eligible for participation in Pennsylvania’s alternative energy market. These resources may be eligible to earn Tier II credits. Specifically, the Act includes the following:

Demand-side management consisting of the management of customer consumption of electricity or the demand for electricity through the implementation of:

-Energy efficient technologies, management practices or other strategies in residential, commercial, industrial, institutional and government customers that shift electric load from periods of higher demand to periods of lower demand.

-Load management or demand response technologies, management practices or other strategies in residential, commercial, industrial, institutional and government customers that shift electric load from periods of higher demand to periods of lower demand.

Demand side management and energy efficiency measures are outlined in the Technical Reference Manual (TRM). The TRM is used by the Program Administrator to determine the resource savings from implementing these measures and calculating the number of Tier II alternative energy credits to award. The Program Administrator may also conduct post-installation field inspections to ensure the accuracy of the site’s savings estimates
